The following laws were adopted with consideration of proposals by the President of Ukraine:

"To amend several legislative acts of Ukraine regarding powers of the central executive body administering policy in migration sphere and powers of the central executive body determining and administering state policy in external relations of Ukraine"

Peoples deputies agreed with the suggestion of the President of Ukraine to present the second paragraph of part one article 4 in a new version.

Peoples deputies agreed to substitute the phrase "body of internal affairs" with the phrase "executive body that implements the state policy in the sphere of citizenship".

The respective bill was registered under No. 10268.

"On Aquaculture"

The law determines the basics of operation and state regulation of aquaculture as a separate kind of agriculture in the system of agroindustrial production that ensures targeted use of fishery objects (their parts) for obtainment of useful agricultural products (fish and other aquatic biological resources), preservation of natural diversity and increase of water biological resources by their artificial reproduction and growing in completely or partially controlled conditions.

The document contains also proposals in regard to the procedure of relations of the governmental bodies and local self-government bodies with economic agents that operate in aquaculture in internal water bodies, internal sea waters and territorial sea of Ukraine.

People?s deputies agreed with proposal of the President to not introduce licensing in the sphere of aquaculture.

They also approved the amendments aimed at regulation of issues connected with preparation, content requirements, status and subject of scientific and biological substantiation.

The respective bill was registered under No. 9571.

"To amend articles 9 and 25 of the Law "On Collection and Recording of the Single Contribution for Mandatory State Social Insurance"

The law, determines separate procedure for making single contribution for payers indicated in clauses 4 and 5 of part one of article 4 of the abovementioned law. In particular, it is proposed that sole proprietors and members of their families should make single payment once in a quarter instead of monthly.

Other payers should make single contributions once a year.

The law synchronizes payment and submitting accounts by entrepreneurs both in the Tax Code and in the Law "On Collection and Recording of the Single Contribution for Mandatory State Social Insurance".

The adopted law takes into consideration a number of proposals by the President of Ukraine.

The respective bill was registered under No. 9779.

"To amend several Laws of Ukraine regarding State Supervision and Control over the Observance of Labour Safety Laws"

The Law was adopted by the Verkhovna Rada of Ukraine on May 17, 2012.

The law excludes state supervision and control over the observance of labour laws and labour safety laws from the effect of the Law "On the Fundamentals of State Supervision (Control) in the Economic Sector", as stated in clause 2 of this Law. The law amends also the Law "On Labour Safety."

Having considered the law, the President of Ukraine returned it to the Verkhovna Rada for repeated consideration.

The new version of the law takes into account a number of proposals by the President of Ukraine.

"To amend several legislative acts of Ukraine on matters of refugees and persons requiring additional or temporary protection"

People?s deputies agreed to exclude from the text of the document amendments to the Law "On Mandatory State Social Unemployment Insurance". The President believes it does not correspond with legal principles of mandatory state social insurance determined by the Law "On Collection and Register of Single Contributions to Mandatory State Social Insurance".

The bill was adopted with several specifications, suggested during discussion.

The respective bill was registered under No. 10428.

"To amend the Code of Ukraine on Administrative Proceedings regarding Strengthening of Responsibility for certain Law Infringements"

The law strengthens administrative responsibility for the violation of rules and order of treatment of special tools of active defense aimed at injury of other person or infliction of pain shock.

The law takes into consideration a number of proposals of the President of Ukraine.

The respective bill was registered under No. 7483.

The following laws were adopted in entirety:

 "To amend several legislative acts of Ukraine" (re operation of payment systems and cashless settlements)

The law determines the procedure for keeping the register of payment system and settlement systems in Ukraine by the National Bank; regulates the procedure for emission and use of digital cash; grants the State tax Administration the right to supervise observance of the procedure of cashless settlements for goods (services).

 The respective bill was registered under No. 10656.

"To amend several legislative acts of Ukraine in regard to improvement of operation of public prosecution"

The law aims at improving the provisions of current legislation governing the status of prosecution bodies and the procedure of realization of their powers to reinforce protection of rights, liberties and interests of natural persons and legal entities, and interests of the state.

The respective bill, into which changes were introduced during the discussion, was registered under No. 11074.

"To Amend Several Laws if Ukraine Regarding Participation of the Armed Forces of Ukraine in International Peacekeeping and Security Operations"

The Law determines legal grounds for potential participation of the Armed Forces of Ukraine in a wider spectrum of international operations than it is determined by the current legislation, including as a part of multi-national military formations. In particular, it is planned to change legal basis for operations of subdivisions of the Armed Forces of Ukraine outside its territory.

The document amends and supplements several laws of Ukraine.

Under the document, the law should be executed within annual budgetary allocations granted to the Ministry of Defense for respective activity.

"To Amend the Law "On the National Bank of Ukraine" (re Cash Turnover)

The law amends the applicable law in part of the supervision of the National Bank of Ukraine over the card schemes in compliance with the legislation, and procedure of registration of card schemes and/or their participants.

The National Bank is authorized to organize the cash turnover, restrict the use of protection systems, payment signs and elements of design of bank notes and coins, and fix the rules of processing, withdrawal from turnover and liquidation of cash.

Under the law, the number of deputy heads of the National Bank of Ukraine, and the candidates for this office shall be appointed by the consent of the Board of the National Bank of Ukraine.

The respective bill was registered under 7127.

"To Amend the Criminal Code of Ukraine Regarding Enhancement of Responsibility for Forgery of Documentary Stamps"

The Law includes documentary stamps and holographic protective elements into the list of the crime items (money, government securities, state lottery notes) envisaged by Clause 199 of the Criminal Code. The Bill also supplements the sanctions envisaged by Part 2 of Clause 199 of the Criminal Code with a new type of criminal penalty, namely, sequestration of property.

"On production and turnover of organic agricultural products and raw materials"

The law determines legal, economic and organizational principles of production and realization of organic products, determines the requirements to growing, production, processing, certification, marking, transportation, storage and sale of organic products and raw materials.

The document was adopted with consideration of specification proposed in the process of discussion.

The respective bill was registered under No. 9707.

"To amend the Law of Ukraine "On the Status of Veterans of War, and Guarantees of their Social Protection" (re participants of warfare and WWII disabled veterans)

Starting from January 1, 2013 the Law grants the participants of warfare during the Great Patriotic War 1941-1945 and disabled veterans of war of II and III groups who have turned 85 or more privileges stipulated by article 13 of the Law "On the Status of Veterans of War, and Guarantees of their Social Protection" for the disabled veterans of the I group.

The respective bill was registered under No. 11096.

"To amend the Law "On the State Budget of Ukraine for 2012" regarding increase of expenses for payments to employees of coal mining enterprises"

The law is aimed at ensuring timely and full payment to employees of state coal mining enterprises and creation of safe labour conditions on these enterprises.

 The respective bill was registered under No. 11222.

"To Amend the Law of Ukraine "On Banks and Banking" regarding the State Land Bank"

The Law determines the peculiarities of the legal status of the State Land (mortgage) Bank.

 The respective bill was registered under No. 11202.

A number of laws on issues of ratification were adopted.

 16 laws were adopted as a basis.

 A number of resolutions on celebration of anniversaries and memorable dates, as well as on election and dismissal of judges, etc. were passed.

 A number of draft legislative documents were recommitted, some of them were rejected.
